Well, not exactly. Sheehan got slapped down pretty hard for some of his previous shenanigans.

The fine was levied in accordance with Rule 11 of the Federal Rules of Civil Procedure which can penalize lawyers for frivolous lawsuits.
How do we know that the U.S. Department of Education or the Council for Higher Education Accreditation is valid for authorizing anything? LoL. As an example, and although not in the category of Higher Eduction, if you take the Chicago Public School System, one has to legitimately question the Department's integrity based on what they provide to children. In just about every category of learning, it's less than a 20% achievement rate.
